Purpose

Certified Nurse Assistants (CNAs) and Home Health Aides (HHAs) provide long term care to the elderly and disabled in skilled nursing facilities and home settings as outlined by the California Code of Regulations, Chapter 2.5, Article 1, Title 22 and the Code of Federal Regulations, Chapter IV.  Approximately 85% of CNA/HHA instructional programs are provided by Regional Occupational Centers and Programs (ROCPs) and Adult Education programs.

Programs/Services

In November 1999, the California Department of Education (CDE) and the California Department of Health Services (DHS) entered into an interagency agreement giving CDE the oversight responsibilities for CNA/HHA programs offered by Regional Occupational Centers and Programs (ROCPs) and Adult education providers throughout the state.  CDE is responsible for CNA/HHA program approval, complaint follow-up, and remediation as well as ongoing program quality monitoring and field communication.

Outcomes

ROCPs and Adult Education programs provide no-cost or low-cost CNA/HHA training to over 10,000 students annually.  Over 97% of the individuals completing either ROCP or Adult School CNA/HHA training pass their State Certification Examination. These instructional efforts address the growing crisis in the long-term health care industry by providing qualified individuals to fill the growing number of CNA/HHA vacancies.    

Funding

CDE ROCP-Workforce Development Unit staff time to administer, monitor, advise and consult with CNA/HHA program administrators is funded from the Carl D. Perkins federal grant.

Students Served

Any ROCP student has access to CNA/HHA training programs offered through their respective ROCP or Adult School.  Over 8,600 students are served each year in California. 

Results

Students successfully completing the CNA/HHA program qualify to take the State Certification Exam to become a Certified Nurse Assistant or Home Health Aide.  Last year, 97% of the students completing these training programs passed the certification exam.
