2006 Results Reporting Schedule

District Standardized Testing and Reporting (STAR) coordinators will begin to receive the 2006 STAR reports starting July 13, and all districts should have the reports by August 8. Neither Educational Testing Service (ETS), the test contractor, nor the California Department of Education (CDE) can provide information about specific delivery dates. The STAR Student Reports should be received at approximately the same time as the school and district summary reports, student master lists, cumulative record labels, and CD-ROMs. The California Reports for Teachers are not expected to be available before mid- to late September.

It is anticipated that district STAR coordinators will receive access to a secure Web site on the morning of August 9, 2006, to review the school and school district data that will be publicly released on August 15, 2006. The primary purpose of this review is to determine if all district schools are included, if student counts are reasonable, and if the numbers of students in the various subgroups are reasonable. District STAR coordinators may want to compare the data in the hard copy Student Master List Summaries and CAT/6 Group Reports with the data on the Web site to verify that the data are the same on both types of reports.

2006 Post-Test Workshops

ETS will be conducting 2006 Post-Test Workshops during August. Dates, locations, and registration forms are available on the ETS Web site (Outside Source).   

STAR Web Casts

In addition to regional workshops, the following Web Casts will be provided by ETS and hosted by the San Diego County Office of Education (SDCOE). Information on registering for a Web Cast can be found on the SDCOE Web site (Outside Source). Mark your calendar for the following STAR Web Casts:

Designation of District STAR Coordinator for 2007

District superintendents and the 2006 district STAR coordinators will receive the packet for designating the 2007 coordinator by mid-July. ETS must receive the 2007 designation form and the 2007 district STAR coordinator’s STAR Security Agreement before the district coordinator will be able to access the STAR Management System for the 2006-07 school year.

Planning for 2006-07 Test Administration
  • The tests within the STAR Program will be administered within a 21-day window comprised of the ten days before and the ten days after the day on which each school, program, and year round schedule completes 85% of all instructional days for the year. Any changes in the proposed state regulations that may be approved for this window will not be effective until the 2007-08 school year.
  • Grade 4 and 7 California Standards Writing Tests
    • Tuesday, March 6, 2007 (make up Wednesday, March 7, 2007) –
      Schools, programs, and year-round schedules in session
    • Tuesday, May 1, 2007 (make up Wednesday, May 2, 2007) – Schools, programs, and year-round schedules not in session on March 6, 2007
  • The Standards-based Tests in Spanish (STS) will be operational for grades two through four. As the STS becomes operational, it replaces the Aprenda 3. The Aprenda 3 will be administered only in grades five through eleven. Spanish-speaking English learners who either have been in school in the United States fewer than 12 months at the time of testing or who receive instruction in Spanish will be required to take the STS in grades two through four or the Aprenda 3 in grades five through eleven in addition to taking the CST and CAT/6 Survey (grades 3 and 7 only).
    • For 2007, the STS will be administered during the same 21-day window as the CSTs and CAPA. District STAR coordinators need to plan testing schedules that will provide adequate time for administering both the STS and the CSTs during the 21-day window.
    • District STAR coordinators should schedule Aprenda 3 testing for a two week period anytime between March 15 and May 14. Multiple administration periods may be used within districts that have schools on year round schedules.
  • The California World History Standards Test will be changed to an end-of-course test in 2007 that may be taken in either grade nine or ten. For the 2006-07 school year, this test is required for all students who will complete the world history course between the 2006 summer session and the end of the 2006-07 school year.
CSIS Will Provide Data Editing and Reporting Services for STAR Program

California School Information Services (CSIS) Data Editing and Reporting Service for the Standardized Testing and Reporting (STAR) assessments will continue to be provided. However, CSIS will not provide Data Editing and Reporting Services for the 2006-07 school year to local educational agencies (LEAs) using Pre-Identification (Pre-ID) services for the California English Language Development Test (CELDT) and California High School Exit Exam (CAHSEE) assessments.

The cancellation of the CSIS Pre-ID Data Editing and Reporting Service for CELDT and CAHSEE does not impact the Pre-ID submission process between LEAs and the testing contractor. The CSIS process was strictly for data validation and did not supplant any activity the LEA performed with the testing contractor. LEAs are still required to send their Pre-ID files directly to the testing contractor.

STAR Test Administration Set-Up Application

The 2007 STAR Test Administration Set-Up Application of the STAR Management System will be available the week of July 17. ETS will provide passwords to district STAR coordinators for whom they have received 2007 designation forms and security agreements. ETS will present a Web Cast to overview this application on Tuesday, July 25.

Statewide Student Identifiers (SSID)

Statewide Student Identifier (SSID) Requirements are required for all students. LEAs must acquire new SSIDs for new students and maintain SSIDs for all existing students. Districts are responsible for obtaining SSIDs for all students in the district, including students assigned to non-public non-sectarian schools (NPS) based on individualized education program (IEP) team recommendations and students receiving their core instruction at a district school under the supervision of the district. County Office of Education and State Special Schools are responsible for obtaining and maintaining SSIDs for students who receive their core instruction under the supervision of a County Office School or State Special School.

Special Education Disability Codes for 2006-07

The CDE Special Education Division has implemented new disability codes that will be used for California Special Education Management Information System (CASEMIS) reporting purposes, beginning in the 2006-07 school year. The disability codes specified for the STAR Program (including Aprenda 3), CAHSEE, and CELDT for 2006-07 do not match these new disability codes. PLEASE NOTE: For the purposes of reporting disability codes on statewide assessment answer documents and pre-ID files, use the codes outlined in the 2006-07 test administration materials provided by each of the testing contractors. (These are the same codes as those used during the 2005-06 school year.) The disability codes used for CASEMIS will not be accepted as valid values on the 2006-07 answer documents and pre-ID files for statewide assessments. Beginning in the 2007-08 school year, the disability codes used for CASEMIS will also be used for all statewide assessments.
