Upcoming Material Ordering and Pre-ID Deadlines
Below are the material ordering and Pre-ID deadlines for the upcoming administrations of the California High School Exit Examination (CAHSEE). All deadlines are at 5:00 p.m. CAHSEE administration questions should be directed to Educational Testing Service (ETS), the contractor for the administration of the CAHSEE, at 800-241-5687.

The CAHSEE Project Calendar through December 2006 is posted on the ETS Web site (Outside Source) under “Scheduling.” The project calendar contains ordering deadlines as well as the dates by which school districts can expect to receive their shipments of test materials and score reports.
New Procedure for Test Material Returns
Beginning with the July 2006 administration of the CAHSEE, school districts will arrange for the pick up of their test materials by contacting the designated courier. The windows for returning scoreable and non-scoreable materials are indicated on the CAHSEE Project Calendar.
Special Education Disability Codes for 2006-07
The California Department of Education (CDE) Special Education Division has implemented new disability codes that will be used for California Special Education Management Information System (CASEMIS) reporting purposes, beginning in the 2006-07 school year. The disability codes specified for the STAR Program (including Aprenda 3), CAHSEE, and CELDT for 2006-07 do not match these new disability codes.
Please Note: For the purposes of reporting disability codes on statewide assessment answer documents and pre-ID files, use the codes outlined in the 2006-07 test administration materials provided by each of the testing contractors. (These are the same codes as those used during the 2005-06 school year.) The disability codes used for CASEMIS will not be accepted as valid values on the 2006-07 answer documents and pre-ID files for statewide assessments. Beginning in the 2007-08 school year, the disability codes used for CASEMIS will also be used for all statewide assessments.
Return of Secure Test Materials Required to Receive Apportionments
The Title 5 Regulations for the CAHSEE require school districts to return all secure test materials to be eligible to receive administration apportionments for the CAHSEE. Administration apportionments will be withheld from any school district failing to return all of its secure test materials.
In August, the CDE will send an apportionment information report to each school district superintendent and independent charter school administrator with the apportionments due for each CAHSEE administration during the 2005-06 school year. Each district superintendent and independent charter school director must certify the accuracy of its apportionment report and return it to the CDE.
Statewide Student Identifier Requirements
Statewide Student Identifier Requirements (SSIDs) are now required for all students. Local education agencies (LEAs) must acquire new SSIDs for new students and maintain SSIDs for all existing students. Districts are responsible for obtaining SSIDs for all students in the district, including students assigned to non-public non-sectarian schools (NPS) based on individualized education program (IEP) team recommendations, as well as students receiving their core instruction at a district school, under the supervision of the district. County Office of Education and State Special Schools are responsible for obtaining and maintaining SSIDs for students who receive their core instruction under the supervision of a County Office School or State Special School.
Permanent Record Notation Requirements
The Title 5 Regulations for the CAHSEE require school districts to maintain in each student’s permanent record the date on which the student took each part of the exam and whether the student has satisfied the requirement to pass the exam for each part or parts of the exam taken. The CAHSEE requirement can be satisfied by passing the exam or, for students with disabilities, receiving a local waiver pursuant to Education Code Section 60851(c), or receiving an exemption pursuant to Education Code Section 60852.3.
There must be no differentiation in the permanent record notation among students who satisfy the CAHSEE requirement in any of these ways.
Remediation Compendium
School districts are encouraged to consider the various programs and strategies contained in the CDE CAHSEE compendium in planning remediation and supplemental instruction activities for their students. The programs and strategies in the compendium have been found effective by one or more school districts throughout the state. The programs and strategies focus on CAHSEE preparation for first-time test takers and remediation for non-passers. Special attention is given to the specific needs of adult students and English learners. The compendium is posted on the CAHSEE Web page under “School, District, and County Assistance.”
School districts interested in contributing to this compendium by sharing remediation and supplemental instruction programs and strategies they have found to be effective in helping their students pass the CAHSEE are invited to contact the CDE CAHSEE Office at 916-445-9449.
Special Education Exemption Requirements
Education Code Section 60852.3 (Senate Bill 517) requires all local education agencies (LEAs) to grant a high school diploma to eligible students with disabilities in the class of 2006. The eligibility criteria for this exemption were outlined in a letter dated April 20, 2006, which was sent from the CDE to LEAs. An Eligibility Verification Form, which LEAs may use to document student eligibility for this exemption, accompanied the letter. The letter and Eligibility Verification Form are posted on the CAHSEE Web page under “Senate Bill 517.”
LEAs are also required to report to the State Superintendent of Public Instruction information pertaining to the exemptions provided pursuant to Education Code Section 60852.3, as well as the local waivers granted pursuant to Education Code Section 60851(c). This month, the CDE will provide LEAs with instructions for reporting these data, as well as a Questions and Answers document to address frequently asked questions about the special education exemption.
