Upcoming Test Administrations

There are two remaining administrations of the California High School Exit Examination (CAHSEE) for the 2006-07 school year. Below are the remaining administration dates and their corresponding ordering deadlines, as well as the dates by which local educational agencies (LEAs) can expect to receive their individual student results.

The 2006-07 CAHSEE Project Calendar, which contains all test material ordering, Pre-ID, and supplemental shipment deadlines, is posted on the Educational Testing Service (ETS) Web Site (Outside Source) under “Scheduling.” Questions about ordering deadlines should be directed to ETS at 1-800-241-5687.

Consideration of a Course of Action for Students with Disabilities

In fall 2006, the Legislature passed and the Governor signed into law Senate Bill 267, which enacted Education Code Section 60852.4. This law contains two primary provisions that (1) allows certain students with disabilities in the Class of 2007 who met a series of seven criteria to receive an exemption of the CAHSEE requirement and (2) requires that by June 1, 2007, the State Superintendent of Public Instruction (SSPI), with the approval of the State Board of Education (SBE), recommend to the Legislature a course of action to adopt regarding students with disabilities who have met all other state and local graduation requirements, but who are unable to pass the CAHSEE or obtain a waiver of the requirement under Education Code Section 60851(c).

At its February 2007 meeting, the SBE and the SSPI discussed possible courses of action for these students and heard from several experts who were invited to speak about the courses of action being discussed. At its March and May 2007 meetings, the SBE is expected to continue discussions with the SSPI and determine which course of action to recommend to the Legislature. Currently, students with disabilities can satisfy the CAHSEE requirement by (1) passing the exam, (2) receiving a local waiver pursuant to Education Code Section 60851(c), or (3) receiving an exemption pursuant to Education Code Section 60852.4.

Proposed Amendments to CAHSEE Regulations

The California Department of Education is proposing several amendments to the CAHSEE regulations. The primary purposes of the proposed amendments are to:

  • Introduce a fee for LEAs that order excessive test materials.
  • Require LEAs to submit unlisted accommodations and modifications to CDE for review and approval.
  • Require charter schools to annually designate whether they will test as part of their chartering district or county office of education.
  • Clarify number of times students may take the CAHSEE in each grade.
  • Permit grade 11 students to take the CAHSEE in successive administrations.
  • Add demographic data elements collected for each student.
  • Specify data reporting requirements and deadlines for exemption and local waiver.

At its March 7-8, 2007 meeting, the SBE is expected to approve a 45-day public comment period on the proposed amendments.
