Release of 2007-08 Annual Assessment Summary Results
On April 23, 2008, State Superintendent of Public Instruction, Jack O’Connell, released the California English Language Development Test (CELDT) results for the Annual Assessment. For more information see the news release posted on the California Department of Education (CDE) Web page.
The Standards and Assessment Division provided the Reporting 2007-08 Summary Results: Information Guide for County Offices of Education, School Districts, Schools, and Media that may be found at the following CDE CELDT Web page. The purpose of the packet is to provide information about the public release of CELDT results to assist school district and county office of education personnel responsible for working with the media.
Released Test Questions
Standards and Assessment Division posted the Released Test Questions (RTQs). The purpose of this document is to provide RTQs from the CELDT administrations (2003-04 through 2005-06) for use by site and district administrators and teachers who work with English learners. These RTQs cover the four domains assessed by the CELDT: listening, speaking, reading and writing. The intent of the CDE is to release additional CELDT questions every other year to cover the English Language Development (ELD) standards, domains, and test components more fully.
DataQuest Reporting Site
CELDT results are posted on the DataQuest Web site every year. It is possible to view summary test results or the number of English learners who met the CELDT criterion for possible reclassification to Fluent English Proficient. In the past, CDE reported the CELDT Test Results and English Proficiency. English Proficiency has been changed to CELDT Criterion because only students who meet all criteria for reclassification are considered English language proficient.
Education Code Section 313(d) specifies the reclassification procedures to be used when determining whether to reclassify a pupil as proficient in English. The State Board of Education established the Guidelines for Reclassification of English Learners. CELDT results are the first of four criteria that must be met in order to reclassify a student as Fluent English Proficient (RFEP).
Pre-Administration Workshops
The mandatory Pre-Administration Train the Trainers Workshops for the 2008-09 Edition of the CELDT will be held April 29 through June 5, with five make-up workshops available and two new “CELDT 101” trainings.

CELDT 101
A new online training called CELDT 101: General Test Administration Training for District Coordinators has been added this year. Four CELDT 101 training sessions will be offered as an overview of CELDT, including a presentation by CDE’s CELDT Office on laws and regulations, ELD standards and reporting, test purposes and uses, accountability and reclassification, test coordinators’ and examiners’ responsibilities, test security, test variations and alternate assessments, apportionment, and web resources. The test contractor, CTB/McGraw-Hill (CTB), will go into details about the yearly test administration cycle, including packaging, shipping, and retrieving answer documents, online enrollments and ordering test materials, data review module, available workshops, and other “nuts and bolts” related to administering the CELDT. The CELDT 101 training is not mandatory, but rather it is meant as an in-depth orientation for new CELDT District Coordinators and as a refresher and update for returning CELDT District Coordinators. CELDT 101 training sessions will be held via an online WebEx on May 27 and August 4. Two sessions per day will be run from 10 a.m. to noon, and then from 2 to 4 p.m. Participants must register online at the CTB CELDT Web site (Outside Source). K-1 Early Literacy Assessment
California currently tests pupils in Kindergarten and grade one (K-1) in the domains of Listening and Speaking only. With the amendments to Education Code Section 60810 (Senate Bill 80) in 2007, the CDE is now authorized to test K-1 students in the domains of Reading and Writing (Early Literacy assessment). West Ed has been charged with developing field-test ready items for the K-1 Early Literacy assessment. Field testing of these questions will be done in 2008-09 and will become a part of the testing of students in all grades in 2009-10.
