Dear County and District Superintendents and Charter School Administrators:
I am pleased to announce that the California Department of Education (CDE) and the California Comprehensive Center (CACC) at WestEd have been working collaboratively to develop and implement an enhanced and streamlined Categorical Program Monitoring (CPM) system through the use of technology. The goal of this system is to allow local educational agencies (LEAs) to prepare for their CPM onsite visits by completing program instruments online and uploading documents as evidence of compliance. CDE staff will review the evidence prior to the onsite visit thereby reducing the amount of CDE time spent onsite as well as copying and storing of evidentiary documents by LEAs.
This fall, we will pilot the web-based system with all LEAs in Region 4 (Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, and Solano) and Region 10 (Inyo, Mono, Riverside, and San Bernardino), that are scheduled for an onsite review in 2008-09 (Cycle C). In preparation for the pilot, in-depth training sessions will be scheduled toward the end of the summer to all county office of education and LEA staff involved in the process. In addition, technical support will be available throughout the pilot cycle. We anticipate the pilot providing us with important feedback in order to refine the online system for full, statewide implementation by the 2009-10 CPM cycle.
