Purpose

The purpose of the Community-Based English Tutoring (CBET) Program is for local educational agencies (LEAs) to provide free or subsidized programs of adult English language instruction to parents or other members of the community who pledge to provide personal English language tutoring to English learners. In accordance with Education Code Section 315 and Title 5 of the California Code of Regulations Section 11315, LEAs may use these funds for direct program services, community notification processes, transportation services, and background checks required of the tutors who volunteer in public school settings.

Eligibility Requirements

An eligible LEA is any school district, county office of education, or direct-funded charter school that enrolled one or more English learners in the previous school year.

Funding Process

Funding is determined using a formula of the total number of English learners enrolled in the LEAs that participate in the CBET Program in any particular fiscal year (FY). For FY 2007-08, the formula was based on a statewide allocation of $50 million and a total enrollment of 1,497,353 English learners in the participating LEAs. This calculated to a per-pupil allocation of $33.39.

Application Process

For FY 2008-09, the application consists of a form which must be submitted by each LEA on or before May 30, 2008. Grants will be based upon the sum of English learners enrolled (as reported on the 2008 R-30 Language Census) in LEAs that submitted an application. Providing funding is made available in the final 2008-09 FY state budget, LEAs will receive a grant award notification, which serves as the spending authority for the FY 2008-09 CBET Program funds.
