FY 2007-08 Budget Act
Center-based Direct Services
The Budget Act of 2007 increased child care and development funding from fiscal year 2006-2007. This year there is a cost of living adjustment of 4.53 percent of the base funding or $69.7 million for all service contracts except the CalWORKs child care programs. In addition, selected direct service programs will receive a statutory growth adjustment equivalent to 0.97 percent of the total program or $14.5 million.
The following are the governing rates for fiscal year 2007-08 for center-based direct service contracts:
The standard reimbursement rate (SRR) is $34.38 per child day of enrollment (CDE) or $8,595 per annum based on 250 days of operation (Education Code Section 8265 (B) and State Budget Act of 2007, item 6110-196-0001, provision 9).
The Latchkey "average" rate is $24.17 per CDE or $6,043 per annum based on 250 days of operation. The hourly Latchkey rate is $2.89 per hour per child (Education Code Section 8470(a)).

The State Preschool daily rate is $21.22 per CDE or $3,714 per annum for 175 days of operation (State Budget Act of 2007, item 6110-196-0001, provision 9).
The rate for Bay Area Handicapped programs is $54.95 per CDE.
