Introduction
The English Language Learners Pilot Project, authorized by AB 2117 (Coto) (Chapter 561, Statutes of 2006) provides funding to local educational agencies (LEA) to support or expand successful existing programs that serve the academic needs of English language learners (ELL) to learn standards-aligned academic content and acquire proficiency in the English language.
The intent of the pilot project is not to compare the effectiveness of instructional methods for ELL, but rather to identify the practices that demonstrate success for ELL in achieving English proficiency regardless of instructional setting.
