Introduction

The Superintendent of Public Instruction shall select on a competitive basis, one county office of education or a consortium of county offices of education to receive the one-time funding of $1.8 million to establish the Mathematics Teacher Partnership Pilot Program (MTP3). The goal of the MTP3 is to increase the number of qualified secondary-level mathematics teachers. Additionally, the program should raise the capacity of such teachers by providing professional development to improve their ability to teach rigorous mathematics content standards and assist struggling students to meet the proficiencies required to pass the mathematics portion of the California High School Exit Examination (CAHSEE).

The successful bidder will use the funds provided to implement a MTP3 in at least three counties to accomplish the following objectives:

  1. Increase the number of qualified secondary-level mathematics teachers and increase the likelihood that such teachers will remain in the teaching profession. These activities shall build upon current state efforts to increase the number of new secondary-level mathematics teachers.

  2. Improve and raise the capacity of secondary-level teachers who teach mathematics.

  3. Provide professional development to secondary-level mathematics teachers aimed at improving their ability to convey rigorous content and to motivate students toward careers in teaching mathematics.

  4. Provide professional development for teachers in methods of assisting students who are struggling to meet the proficiencies required to pass the mathematics portion of the CAHSEE.
