General Instructions
Organizations wishing to be approved as state-qualified training providers must complete and e-mail the application form and the required supplemental information. Applications will be reviewed, and training providers will be recommended to the State Board of Education (SBE) for approval. Note that the SBE meets every other month beginning in January. To be considered for approval, applications must be received approximately eight weeks prior to a scheduled SBE meeting.

After approval by the SBE, the information provided in an application will become public information. Approved applications must be posted on the training provider’s Web site and will be posted on the California Department of Education (CDE) Web site.
The application form and requested supplemental information must be e-mailed to the address shown on the application form. All supporting documents must be included in the e-mail; they should not be mailed under separate cover. The exception to this is the application form, which, in addition to being submitted via e-mail, must be printed out in hard copy, signed, and mailed to the address indicated on the form. Signed assurances are essential. Any application form that lacks a signature will be considered incomplete.
Approved and disapproved provider applicants will be notified. For providers that are disapproved, there will be an appeals procedure that will be posted on our Web site.
Specific Instructions
The Training Provider Application Form and supporting documentation must be completed in Word format and submitted via e-mail to the address indicated below. The application form must also be submitted in hard copy with the signature of a person responsible for the training program.
In addition to completing the application form, applicants are asked to provide the following information and documentation:
Training curriculum that meets the state’s criteria --
The curriculum provided must be in sufficient detail to allow an assessment as to whether it meets the SBE-approved criteria. If the courses are not adequately described, it will delay the review and possibly result in a delay of any recommendation to the SBE. Providers must deliver to each applicant a curriculum that includes, but is not necessarily limited to, the subject matter detailed in the SBE-approved training criteria. The courses need not have the same titles or be grouped in the same manner; however, they must include the basic topics listed. Further, providers may determine the extent to which each topic is covered. It should also be noted that, in accordance with Senate Bill 352, (outside source) the training is for persons already employed as CBOs, as well as for candidates nominated for the training by districts and county offices of education. In other words, the knowledge base of the training candidates may be quite diverse.
Included in the curriculum description must be an explanation of the minimum 40 hours of “intensive individualized support and professional development” component. Note that this is the only requirement specifically addressed in statute as needing to take place within the first two years of the trainee's course of study.
Description of training setting and delivery --
The training setting and delivery mode should be described in sufficient detail to allow an assessment of the quality of the instruction. Factors to be addressed should include how assignments are made, how students and teachers interact, and a description of the learning resources. In addition, online instruction descriptions should include an explanation of the technical support provided, the availability and accessibility of instructors, and any other factors that provide further information about the quality of the program. Note that the rationale for a particular mode of instructional delivery will be helpful to the reviewers in assessing the training.
Description of the organization’s background and experience --
Providers must demonstrate that they have the qualifications necessary for state approval. Applicants must show that their organization is experienced in professional development in the area of school business and has provided or is capable of providing training for CBOs. It is important for applicants to include a history of their organization’s experience with such training and/or an explanation as to why they are competent and capable of providing a high quality program.
Assurances
Applicants must give their signed assurance that:
- All instructors have demonstrated knowledge, experience, and expertise in the subject matter they will teach, and that they have appropriate training experience,
- They will survey their trainees about the quality of instruction and curriculum content,
- The application, the instructors’ qualifications, and any other pertinent information about the training program will be accessible online for prospective trainees to select the training program that best meets their needs.

The application form must also be printed out in hard copy, signed by a person in a position that is responsible for the organization’s training program, and mailed to:
