State Schools Chief O'Connell Hails California Schools
for Receiving National High Achievement Awards

SACRAMENTO — State Superintendent of Public Instruction Jack O'Connell today congratulated 115 California schools that will receive national monetary awards for high achievement through Title I of the No Child Left Behind (NCLB) Act of 2001. The list of schools is in the attachment below.

"These schools and their teachers deserve high praise for their hard work in boosting student scores," said O'Connell. "They serve as a model of how to help disadvantaged kids get ahead so they have a chance at a better future."

The California Department of Education will distribute the federal grant money ranging between $83,935 and $144,000 to the 115 public schools that qualified for the grant awards. A banquet formally recognized the schools in May during the 19th Annual Achieving Schools Conference in San Diego. During the conference, many of the schools provided information to 1,200 California educators about the practices that lead to their success. (An attached list details the schools and the amount of their awards.) The schools may use the money to help maintain excellence and to serve as models for other schools, particularly those designated as Title I Program Improvement Schools. This means the school is not meeting a specified growth target and requires additional assistance.

The 2003 criteria for designation as a Title I "achieving" or "honorable mention" school include:

  • A 2002 school year Academic Performance Index (API) score of 675 or higher;
  • A poverty indicator of at least 50 percent;
  • Achievement of the school's API growth targets in the 2000-02 school years; and
  • A doubled API growth target for both the entire school and the socio-economically disadvantaged subgroup for two of the previous three years.

The winners were chosen because of their high achievement during the school years 1999-2000, 2000-01, and 2001-02. Some of the more notable winners include Camellia Elementary in the Sacramento City Unified School District that received national recognition by achieving the highest score in reading and mathematics with the greatest percentage of students reaching proficiency. The Pio Pico Elementary School in the El Rancho School District also received national recognition for making the most progress in closing the achievement gap among all significant groups in the school. Pio Pico was designated as a Title I Program Improvement School until the school year 2000-01. Four schools also received honorable mention awards.

In all, 4,936 California schools received funds under Title I of NCLB during the school year 2002-03. Of those, 157 schools qualified to apply for the high-achievement award. After a rigorous review by state and county office of education staffs, the 115 schools were chosen to win the awards.

NCLB is a federal law that provides the framework for school reform across the country. Title I of NCLB provides funding for school staff and programs to help raise student achievement in high-poverty schools. For more information about NCLB, please visit No Child Left Behind.
