This Management Bulletin announces the availability of the School Breakfast Program (SBP) and Summer Food Service Program (SFSP) Start-up and Expansion Grants for state fiscal year 2006-2007. California Education Code Section 49550.3 authorizes the California Department of Education (CDE) to award competitive grants of up to $15,000 per site for nonrecurring expenses incurred in initiating or expanding an SBP or SFSP. The Governor’s 2006-07 Budget authorized $1,017,000 for SBP and SFSP grant awards. The number of grant awards will be contingent upon the number of sites and the amount of funding requested per site.

  • Start-up grants are for the costs associated with starting an SBP or SFSP.
  • Expansion grants are for the costs associated with increasing program participation at an existing SBP or SFSP site.

Funding for these grants will be provided as long as funds are available. CDE will award the grants on a reimbursement basis. There is no “cost sharing” or “matching” requirement for these grants.

School districts, charter schools, and county offices of education (COEs) may apply for one or both types of grants; however, only one type of grant may be awarded per school site. Additionally, sponsors operating under the Seamless Summer Feeding Option may apply for funding to initiate or expand either an SBP or an SFSP.

Application Deadline

NSD must receive applications on or before Friday, February 16, 2007.  NSD will not process incomplete, illegible, and/or late applications, and will return such applications to the applicant. NSD will not accept facsimile and e-mail submissions as applications or placeholders.
