This Management Bulletin provides information on the Verification Reporting process for local educational agencies (LEAs) participating in the National School Lunch Program (NSLP) and/or School Breakfast Program (SBP). NSLP and SBP sponsors (LEAs) must submit the annual Verification Report by February 15, 2008. The report requires NSLP and SBP participating districts/agencies to report the results of their annual verification of free and reduced-price (F/RP) application process to the California Department of Education (CDE). The CDE then reports consolidated verification results for all NSLP and SBP LEAs to the United States Department of Agriculture (USDA) by April 15 each year.

Following is the time line of the verification reporting process:

  • Beginning December 1, 2007, sponsors will be able to send verification questions to our e-mail address at: NSDSNPVerify@cde.ca.gov.
  • By December 1, 2007, the CDE plans to:
    • Post the 2007-08 Verification Report and instructions to the CDE Web site.
    • Notify sponsors of the Web site address and password to access the 2007-08 Verification Report.
  • By February 15, 2008, sponsors must complete and submit the report to CDE.

Sponsors must collect and report the following data elements to the CDE:

  • The number of schools and total enrollment for all NSLP/SBP schools as of October 31, 2007.
  • The number of schools operating under Provision 2/3 in a non-base year and the total enrollment in these schools as of October 31, 2007.
  • The number of children approved for F/RP meal benefits who are not subject to verification, including children approved via direct certification as of October 31, 2007.
  • The number of children approved for free meal benefits based on a food stamp/CalWORKs/Kin-GAP/FDPIR case number submitted on an application (categorically eligible) as of October 31, 2007, and the number of these applications on file as of October 1, 2007.
  • The number of children approved for free meal benefits based on income/household size information submitted on an application (income eligible) as of October 31, 2007, and the number of these applications on file as of October 1, 2007.
  • The number of children approved for reduced-price meal benefits as of October 31, 2007, and the number of reduced-price eligible applications as of October 1, 2007.

  • The reason that an LEA subject to Verification Reporting did not conduct verification; i.e., all schools are in Provision 2/3 of a non-base year; all students are eligible for free meals based on direct certification, or are certified as migrant, runaway, or homeless; or LEA has applications approved for free or reduced-price meals on file, but failed to conduct verification.
  • A summary of the results of the verification process for all applications selected for verification, including the number of students whose eligibility for benefits did not change, the number whose eligibility was reduced or terminated based on the household response to verification, the number whose household did not respond to verification, and the number of applications in each of these categories.

Note: The required dates for LEAs to determine the number of applications on file for verification and to report the number of F/RP eligibles to CDE are different. LEAs must select their verification samples based on the number of applications on file as of October 1, while the count of F/RP eligibles will be reported as of the last operating day in October. LEAs are to report the counts of eligibles required for the Verification Report as of October 31 and report the counts of applications as of October 1.
