This Management Bulletin announces the availability of the School Breakfast Program (SBP) and Summer Food Service Program (SFSP) Start-up and Expansion Grants for the 2005-06 State fiscal year.
California Education Code Section 49550.3 authorizes the California Department of Education (CDE) to award competitive grants of up to $15,000 per site for nonrecurring expenses incurred in initiating or increasing participation in an SBP or SFSP. The 2005-06 Budget Act authorized $1,017,000 for this purpose. The number of awards made will be contingent upon the number of applicant sites and the amount of funding granted per site. For the 2004-05 State fiscal year, the CDE awarded $1,010,000 in SBP/SFSP grant funds to 34 school districts representing 208 schools.
Grants are awarded to districts starting or expanding their breakfast programs, with priority given to innovative approaches, such as universal classroom breakfast, second chance, or grab and go models.
For districts operating summer programs, the funds can be used to support initiation or expansion of SFSP or Summer Seamless meals at school sites. Funds can also be used for equipment and outreach costs incurred through partnerships with summer sites operating in the community, such as parks or local community-based organizations. The CDE intends to award funds to support your summer 2006 activities.
The CDE will provide funding for these grants as long as funds are available and will award the grants on a reimbursement basis. There is no cost sharing or matching requirement for these grants.
Please note the following changes in the 2005-06 grant program:
- All approved equipment purchases will be reimbursed in full and will not be prorated.
- Each applicant site must request an amount equal to at least 10 percent of its equipment budget for outreach and promotion.
- Direct funded charter schools are eligible to apply for this grant.
Application Deadline
The CDE must receive applications on or before the close of business (5:00 p.m.) on Wednesday, February 15, 2006. The Nutrition Services Division (NSD) will not process incomplete, illegible, and/or late applications, and will return such applications to the applicant. Applications submitted via facsimile or email will not be accepted.
