This Management Bulletin notifies public schools and county offices of education that for the 2004 calendar year, the State procurement threshold is $60,900.
While the federal regulations governing the school nutrition programs set the procurement threshold at $100,000, public schools and county offices of education must follow the state threshold. The California Public Contract Code Section 20111(a) set the procurement threshold at $50,000; however, Section 20111(d) authorizes the State Superintendent of Public Instruction to annually adjust for inflation. Contracts subject to competitive bidding include:
- Purchase of equipment, materials, or supplies to be furnished, sold, or leased to the school district.
- Services, that are not construction services, (such as food service management or consulting contracts).
- Repairs, including maintenance as defined in Section 20115, that are not public projects as defined in Section 22002(c).
