The United States Department of Agriculture has a contract with the Department of Defense (DOD), Defense Supply Office (DSO) to provide fresh produce to recipient agencies. The Department of Defense Fresh Fruit & Vegetable Project is a service that allows agencies to use a portion of their group A entitlement money to purchase fresh fruits and vegetables through the regular offering process.

A entitlement money to purchase fresh fruits and vegetables through
the regular offering process. The purchases are deducted from
the agency's fair share allocation. The agency will be charged
a service and handling fee as well as an administrative fee for
each case of produce delivered out of the distribution centers.
Private co-ops and direct ship agencies will be charged a service
and handling fee as well as an administrative fee for each case
of produce delivered.
4 -11 Funds (Cafeteria Funds) Spending
Agencies wishing to receive more produce through the Department of Defense can purchase produce with 4 -11 Funds (Cafeteria Funds). Agencies that choose to participate in 4-11 spending must sign an agreement with the state at the start of the school year. Agencies that choose this additional service will order produce directly from the DSO. The DSO will bill the agency for the actual cost of the produce.
