Dear County and District Superintendents, County and District Chief Business Officials, and Charter School Administrators:

REVISED FISCAL CRITERIA AND STANDARDS FOR BUDGETS AND FINANCIAL INTERIM REPORTS

The criteria and standards used to develop, review, and assess school district and county office of education budgets and interim financial reports were recently revised pursuant to Assembly Bill 2756 (Chapter 52, Statutes of 2004). The legislation required the addition of new criteria and standards. This was also an opportunity to amend or modify the current criteria and standards; some remained unchanged.

The new criteria and standards were developed through the collaborative effort of an advisory committee that included representatives from numerous local educational agency associations and state agencies. The revisions were approved by the State Board of Education (SBE) in July 2005 and will take effect in fiscal year 2006-07. They will be incorporated into the state’s financial reporting software and Title 5 of the California Code of Regulations.

A summary of the recent SBE adopted changes is enclosed. The complete criteria and standards will soon be posted to the following California Department of Education (CDE) Web site address: http://www.cde.ca.gov/fg/fi/ss/.

CDE plans to develop a detailed user’s guide that county offices of education and school districts may use to more fully determine the purpose of each criteria and standard and the source of the data to be entered into the software.
