Rick Miller, Deputy Superintendent of Policy Development and External Affairs

Rick Miller is the Deputy Superintendent for Policy Development and External Affairs. In this position, Miller develops policy recommendations on promising ways to improve student achievement throughout California. Some of his areas of focus include narrowing the achievement gap, school finance and identifying best practices, and developing strategies to better share solutions with practitioners. In addition, Miller oversees the Office of Communications and is responsible for all Department publications. 

Prior to coming to the California Department of Education, Miller worked at Microsoft Corporation developing communications strategies on privacy, security, and overall corporate image from 1999 to 2003. From 1997 to 1999 Miller served as a strategic communications advisor to the Chancellor of the California State University System (CSU). Prior to working at CSU, Miller spent five years at the U.S. Department of Education in Washington D.C. where he served as Press Secretary to Richard W. Riley, Secretary of Education in the Clinton Administration. Miller also spent time during those years periodically detailed to the White House Office of Advance. 

Miller lives in Rocklin, California with his wife, Julie, and two sons, Casey, and Ryan.
