Background

OPUS is a project to develop a Web based application for LEA aggregate data reporting.

Currently the California Department of Education (CDE) manages approximately 125 data collections.  It is the CDE’s vision to reduce the number of LEA data collections over time, and leverage consolidated reporting under the California Longitudinal Pupil Achievement Data System (CALPADS). CALPADS will provide a single student- and teacher-level data reporting system, replacing much of the California Basic Educational Data System (CBEDS), Language Census (LCEN), Student National Origin Report (SNOR), and select Consolidated Application (ConApp) data.  Additionally, since CALPADS will house all of the student demographic and program participation data, other data collections, such as the California Special Education Management Information System (CASEMIS), and much of the Standardized Testing and Reporting (STAR) and other statewide assessment data on the answer documents can be reduced as well. The non-student data in CBEDS and select other data collections have been judged by a representative sample of LEAs to be more efficiently reported in aggregate form in a single application, such as OPUS.

OPUS Project Status

The first phase of the OPUS project is behind schedule, and rollout is delayed until October 2008. OPUS will replace the following data submission processes and content:

Phase I – (by October 1, 2008) Initial application development and implementation (revised date)
  • Change Requests - Year-round LEA change request submissions for public LEA and school County-District-School (CDS) data elements displayed in the California Public School Directory.
Phase II – (by October 1, 2008) Migration of non-student state reporting data
  • Classified staff data in CBEDS School Information Forms (SIF) and County/District Information Forms (CDIF).
  • School information (such as the number of computers with internet access and school calendar).
Phase III - (by March 1, 2009) Migration of paper-based data collection to update the public schools directory
  • 2008 Annual Update Sheet (AUS) process - Annual winter confirmation of existing CDS data, or submission of change requests for CDS data, used in the production of the annual public schools directory periodical. The AUS process typically runs late February through March (specific dates TBD).
Phase IV – (by October 7, 2009) Migration of other non-student data
  • To be determined.
