Dear Publishers of Reading/Language Arts–English-Language Development Materials for Kindergarten Through Grade Eight:

2008 READING/LANGUAGE ARTS–ENGLISH-LANGUAGE DEVELOPMENT PRIMARY ADOPTION
DELIBERATIONS AND PUBLISHER RESPONSE SESSIONS—BASIC PROGRAMS
(PUBLISHER BULLETIN 2008–15)

The next event in the 2008 Reading/Language Arts–English-Language Development Primary Adoption will be when panels convene in Sacramento for deliberations. This bulletin includes information about the publisher response sessions and providing program materials for the deliberation sessions.

Instructional Material Advisory Panel (IMAP) and Content Review Panel (CRP) members have been conducting their own independent review of submitted materials. During deliberations, each panel will meet to discuss and evaluate the programs assigned to that panel. Each panel will produce a Report of Findings for each program they review that reflects how the program aligns with the evaluation criteria, the standards, and the Reading/Language Arts Framework.

Deliberations will begin at 9:30 a.m. the first day with a general session in the Grand Ballroom. Following the general session, panels will meet in individual meeting rooms for the remainder of the week. Panel meeting room assignments are included in this bulletin (see Attachment A).

Publisher Response Sessions

As part of the deliberations process, members of the IMAP and CRP submit clarifying questions in writing to the publishers of the materials they are reviewing and publishers are given an opportunity to respond to these questions. The purpose of this process is to ensure that IMAP and CRP members have the information they need to conduct a fair and thorough discussion of the materials submitted for adoption.

During the first day of deliberations, IMAP and CRP members will develop questions for publishers. Publisher’s representatives will receive the questions between 5:00 and 5:30 p.m. Pacific Daylight Time (PDT) on Monday, July 14, 2008, for Session I. On Tuesday, July 15, 2008, publishers will be given an opportunity to formally respond to the questions they receive.

You need to notify us of how you would prefer to receive your questions and who will be presenting the response on behalf of your company. Please respond to the attached Publisher Response Survey (see Attachment B) no later than Thursday, June 19, 2008, with this information.

The Publisher Response sessions are formal, timed presentations (Attachment C). The IMAP and CRP members will have 10 minutes to re-visit and discuss the questions they developed for each publisher before the scheduled publisher presentation. Publishers will have 15 minutes to respond to the questions they received from the panel. After the presentation, there will be a five minute question and answer session where the panel asks clarifying questions.

If a publisher chooses to use visual aids during the presentation, the publisher must provide their own equipment or make arrangements with the hotel. Set-up time will have to occur within the 15 minutes allotted for the presentation. During the presentation, the publisher may distribute handouts and a short, written response to the questions for the IMAP and CRP members. If provided, Commissioners and staff may retain a copy of the written response. IMAP/CRP members may not keep a copy of any handouts, including the written response.

The Publisher Response Schedule table (Attachment C) indicates the panel number, meeting room assignment, publisher name and the specific time for each publisher’s presentation. The Panel–Program Room Assignments table includes the list of program(s) assigned to each panel (Attachment A).

Program Materials for Deliberations

Publishers are responsible to provide one complete set of program materials for the panel’s meeting room during deliberations, including a copy of the standards map for the program and the optional evaluation criteria maps, if completed by the publisher. However, do not send literature kits. Refer to the Panel–Program Room Assignments table to locate where you should deliver your program materials (Attachment A). This will ensure panel members have access to program materials throughout the entire deliberations week.

Publishers are responsible for the set-up and removal of program materials at the hotel during deliberations:

  • If you plan to ship and/or store program materials in advance of the deliberations week, please make those arrangements directly with the Doubletree Hotel.
  • Publishers may set-up programs, in the assigned meeting room, between 8:30–9:15 a.m. on Monday, July 14, 2008, for Session I. CDE staff will be available in each meeting room to direct publishers to the designated display areas in the room. Set-up should be completed no later than 9:15 a.m. PDT on Monday.
  • Publishers should plan to remove program materials from the meeting room no later than 5:00 p.m. (PDT) on Friday, July 18, 2008 for Session I. Program materials may be removed earlier if the panel has completed their deliberations process. Work with the CDE staff person in the meeting room to coordinate a time when you can remove your program materials from the meeting room.
  • For technology-based programs, publishers should plan to provide a laptop for the week of deliberations. If reviewers will need access to the internet, publishers should make arrangements directly with the hotel to provide internet access for the meeting room for the week.
  • Space is limited in the meeting rooms; therefore, we are requesting that publishers limit materials in the room to only the program components. Please do not bring unnecessary packaging material along with the program. However, program components may remain in “storage” containers, if the containers help provide an organized, compact system for reviewers to access various program components. A storage container on wheels, with dividers or compartments, is an example of a “storage” container that would be appropriate for the meeting room.
