March 28, 2008

Dear County and District Superintendents and Charter School Administrators:

APPLICATION FOR APPOINTMENT TO SENATE BILL 41 SUPPLEMENTAL INSTRUCTIONAL MATERIALS REVIEW COMMITTEE

Pursuant to Senate Bill 41, Chapter 870, Statutes of 2002, the California Department of Education (CDE) and the State Board of Education (SBE) are inviting applicants for the panel that will review California Native Americans Supplemental Instructional Materials submitted by the California State Library. The California State Library has submitted materials for grade eight, which will be the focus of this review.

These instructional materials will provide California teachers with additional educational resources to support standards-based instruction in the history and experiences of California Native Americans. The review committee that will conduct the review will consist of approximately ten members appointed by the SBE. The committee will examine the instructional resources and submit a recommendation to the Curriculum Development and Supplemental Materials Commission (Curriculum Commission). This committee will be composed of a majority of classroom teachers and at least three scholars with Ph.D. degrees in history, Native American studies, or another related field.

Committee members will attend a one-day orientation meeting in Sacramento in August 2008, where they will be trained in the evaluation criteria for this review, and will receive a copy of the submitted materials for their review. The committee members will return to Sacramento for a two-day meeting in October 2008 to develop their recommendation to the Curriculum Commission.

An application for the review committee is enclosed with this letter. You are encouraged to duplicate the application and distribute it to individuals that you feel would make a positive contribution to the work of the committee. Travel, lodging, and per diem expenses for those meetings will be reimbursed by the CDE. Districts will be reimbursed for substitute costs for current teachers, while scholars with a Ph.D. degree that are attached to an academic institution will receive an honorarium of $300 per day of meetings for their contribution to the panel.

If you have any questions regarding the committee or the process for this review, please contact Ken McDonald, Education Programs Consultant, Curriculum Frameworks and Instructional Resources Division, at 916-319-0447 or by e-mail at kmcdonal@cde.ca.gov.

Sincerely,

JACK O’CONNELL
