Course Development

ROCPs develop course outlines for new or revised courses and submit them to the California Department of Education (CDE) for certification. ROCPs will use the on-line certification system to electronically submit the new or revised course information. The ROCPs will also send the detailed course outline and advisory committee minutes to their CDE consultant via e-mail. The CDE reviews materials to determine whether all required steps in the course development process have been completed. Within 20 working days of the e-mail with the course outline and advisory committee minutes, the CDE will send an e-mail with written certification of the course, or notify the contact person identified in the on-line certification system that certification cannot be given and the reasons why. If any additional documentation required for certification cannot be expeditiously submitted, the CDE will provide written notification outlining the reasons why the course is not certified to the ROCP Director or Superintendent.

The ROCP will have 90 calendar days to resolve the issues identified by the CDE. If issues remain unresolved after 90 calendar days from initial notification by the CDE, the CDE will send a letter to the local governing board explaining why certification for the course was not provided. The letter will state that it is the responsibility of the governing board to ensure that courses have been developed appropriately in accordance with the ROCP Operations Handbook as per Education Code Sections 52309 and 52302.3.

An ROCP may appeal the CDE decision to the Director of the Secondary, Postsecondary and Adult Leadership Division.

Note: all new and revised courses must be reviewed every two years by the local governing board (Education Code Section 52302.3(a).
